The Director of Complains for Civil and Local Government Staff Association of Ghana, CLOSSAG, yesterday in an interview expressed his worry with how some ministers of state are abusing their power.
The Director of Complains for CLOSSAG, Kwame Asamoah Dwomoh in an interview on Kessben FM indicated he has been told by their members that some ministers have appointed people as Special Assistants to aide them in their work instead of working with the civil servants.
He pointed out in the interview they have sent a formal complaint to the President and the Chief of Staff to look into the matter and find a solution to the problem.
He indicated that the special aides have taken the jobs of the civil servants which according to the laws of Ghana is unlawful.
Apart from appointing Special Aides, some of the ministers also tell some of the civil servants to proceed on leave which he also stated is unauthorized since civil servants cannot be asked to go on leave by a minister of state.
Moreover, only disciplinary measures can be taken against civil servants and even with that, no minister has the power to take such an action.
Mr. Kwame Asamoah Dwomoh also indicated the civil servants are the ones with the ‘institutional memory’ therefore sidelining them in the day to day administration of a ministry will have an effect on the country should the minister and the aide leave office.
He is therefore calling on the government to solve the problem since it is getting out of hand.
