Paul Adom‑Otchere, former Chairman of the Ghana Airports Company Limited (GACL), has filed a lawsuit against the Office of the Special Prosecutor (OSP). According to reports, the legal action pertains to the OSP’s ongoing investigative process into a revenue-assurance contract awarded during his tenure at GACL.
Adom-Otchere’s case began when the OSP summoned him in connection with allegations that the airport company entered into a contentious revenue-assurance deal that may not have been in full compliance with procurement or governance rules. During the process, Adom-Otchere described being held in OSP custody beginning on July 31 2025, citing difficult conditions including being made to sleep on a mattress and limited contact with his family. Following public and legal pressure, the OSP eventually adjusted the terms of his bail.
Adom-Otchere’s legal team, led by counsel Lenin Anane Agyei, has challenged claims from the OSP that formal charges had been laid, asserting that the process lacked clarity and fairness. The decision to sue reflects his contention that the OSP’s investigative and detention process has violated his rights and maybe overstepped its mandate.
At the core of the dispute is the broader question of how public contracts are managed, audited and legally challenged in Ghana — especially when senior figures are involved. Adom-Otchere’s filing against the OSP signals a testcase of accountability, transparency and the balance between state investigative agencies and individual rights.
