The minority in parliament has criticized the government’s new policy to direct the District Assemblies on how to use the District Assembly Fund.
The new policy compels the assemblies to use 80% of the District Assembly Fund to fund planting for food and jobs, Nation Builder’s Corp, school feeding, etc and use the 20% to do other projects the assemblies want to do.
This year, GHC 1.8 billion will be given to the over 200 district assemblies with each district getting at least GHC 3,566, 929 as their Common Fund.
The minority is criticizing this new policy as they believe it will restrict the districts when it comes to developing their districts.
The minority are arguing that most districts cannot rely on their Internally Generated Fund to fund projects. Therefore, if they to us the Common Fund to fund the government’s new policies, then some districts will not be able to undertake projects.
The fund has been the main source of revenue for most districts, as a result, forcing this policy on them will not of help to the district assemblies.
